Jenny is Edinburgh born and bred and was schooled at Trinity Academy. She worked as a statistician and research assistant at the University of Edinburgh for a year before becoming an undergraduate at University of Aberdeen. After a 14 year period in Africa she returned to study at Edinburgh University, completing a one-year Masters course in African studies before doing a PhD on the social, economic and political history of cotton-growing in East and Central Africa.

She lived in Tanzania and Malawi from 1966-80 working as a librarian and home-educating her four sons. After returning to Scotland, while working on her PhD, Jenny was a tutor in the American & Commonwealth History department at Edinburgh University before becoming an Information Officer at Lothian Community Relations Council in 1988. Two years later, she took a position with Lothian Regional Council as a Welfare Rights Officer until 1996, when she joined East Lothian Council as a senior officer leading the welfare rights team there until 2007.

A long time resident of Marchmont Jenny was first elected as a councillor in October 1997, she has been the Leader of the LibDem group since 1999. In 2007 the party became the largest political group and she was elected the Leader of the Council in May 2007. In 2011 she was selected as the Liberal Democrat candidate for Meadows Morningside Ward for the May 2012 local elections following Marilyne MacLaren's decision to retire at the elections in May.

Jenny's wider political interests include human rights, social justice and international development. Her interests, when she has time, include travel, reading and gardening. Jenny has four sons, four grandsons and a grand-daughter.
